Agency Director Position

Salary Range:  $70k to $99k

The Director of the Communications District plans, implements, and manages a state of the art 9-1-1 emergency communications system for a system serving approximately 250,000 people in St. Tammany Parish, Louisiana. The Director oversees a staff that provides technical planning and support for the 9-1-1 system as well as the normal administrative functions of a standalone organization. This is an exempt managerial position. The District provides health and life insurance to its employees and provides a retirement program through the Parochial Employees Retirement System of Louisiana.

The current configuration of the 9-1-1 system for the District serves five primary PSAPs, two secondary PSAPs, and two backup centers.  It utilizes networked IP based equipment and all PSAPs are interconnected via an IP network with redundant backup. The Director is expected to possess and maintain technical knowledge of system design sufficient to manage and plan upgrades for such systems. The Director is expected to keep the Board of Directors apprised of industry developments such as NG9-1-1 features and develop plans for implementation of these features as they become available.

The District staff provides technical support to the system, provides and maintains an MSAG data base and a GIS system, and provides all support functions such as personnel selection and management, accounts payable, accounts receivable, budgetary and personnel functions.  The staff maintains and operates an IP based network interconnecting all PSAPs and maintains and operates the MIS system that provides managerial information to the PSAP supervisors.  The staff is also expected to provide periodic management information from this MIS to the Board of Directors to assist them in overseeing operation of the parish wide 9-1-1 system.

The Director will be expected to have a working technical knowledge sufficient to oversee the above staff functions as well as an in-depth knowledge of business management skills to oversee the financial operations of the District and plan and manage an annual budget of $4 million.

Education and Experience:

  • College degree in business communications or management preferred or five years previous management experience
  • Computer skills (word processing, spreadsheets, accounting, etc.)
  • Sufficient accounting knowledge to oversee financial operations
  • Adequate GIS system knowledge to lead this program
  • Background in public or business administration, government, telecommunications or closely related fields
  • Ability to manage people
  • Organizational, administrative, and analytical ability to plan and solve complex managerial problems
  • Ability to work irregular hours and subject to call 24 hours a day
  • Good oral, written, and presentation skills
  • Ability to work effectively with others and supervise staff

Certification as an ENP or RPL will be of benefit to the applicant in the screening and selection process.
